FWIW..Welding is a no go.. the arms themselves are made of a high tech composite material with special torsional deforming characteristics. The bush housing riveted on at each end is made of aluminium... about the only way you can mechanically reattach the rubber material is to carefully cut a small slit through it..probably best done by drilling a series of 3mm holes and securing it to the control arm with a jubilee-type hose clip ... I'm not sure how you might otherwise attach the rubber to the composite material...like you said, some sort of specialised glue probably...
