Pretty sure it's a sound deadening compound. All three of my P38's have had it.
It sucks because dirt and dust love to hide in its many crevices.

Just a question that I've tried to search online about. Did Land Rover spray underbody sealant over EVERYTHING under their vehicles? I don't know if it was a dealer pre-delivery option or something that they did to everything.
I'm trying to clean the forward part of my chassis but I've got this stuff caked on everywhere. It's basically over stuff that moves and its a bugger to get off.
Does anyone else here have this stuff caked on their pride and joy? Does anyone here more to the point know how to remove this stuff?
I'm trying to get my chassis and underbody spotless and looking new again so it doesn't look like an abomination for when I get the rig inspected by an engineer for my engine conversion.

its a wax ......try hot water with a little kero .
As the others have mentioned there is a wax sealant put on at the time of manufacture. You may also have had an aftermarket black sealant applied. It's a fairly common practice for some car dealers to try to mask out any imperfections the underbody may have endured. It is as you say literally sprayed on the entire underbody- moving parts included if they are not masked out.
