    Funny, that.

    A mate riding a small electric scooter did get stopped by a copper. "Riding an unregistered vehicle" but the scooter was under the power requirement for registration.
    "Riding without a licence" but the rider was legally blind so could not hold a licence. (Look up the definition of legally blind. He could see but not very well.)
    No infringement issued.

    I wonder what could be done? What would the charge be?
