Actually the family should look into civil law suits. If they can find out who he was, they may be able to file suit against the people that were serving the individual that hit them.....Also the person who had their car stolen....It is always a possibility that they could get some sort of payment via 3rd party.
So, is this guy saying that the family should sue the bartender who served him the drinks, or the liquor store that sold it to him, and then sue the owner of the Land Rover the offender stole, because if he hadn't stopped to help, then his car wouldn't have been there, so therefore it couldn't have been stolen. If the car wasn't stolen, the the offender couldn't have left the scene of the original accident and therefore, the police would have been able to take him into custody & have him charged.
