    Most likely a Review vehicle - the number plate is British military.

    You probably right.Never thought of that.Those blokes must be pretty unfit or drunk if they need such substantial steps and hand rails. .W.

    It could be one of the royal cars.Or a parade car used for military parades..Or even a pope car,..

    Or they could have been frail, elderly and esteemed veterans. Like Sir Winston Churchill, etc. As I said it has a military number plate.
