In our opinion yes, but by the letter of the law to an anal-retentive RTA Inspector maybe not. They have been known to reject unrepaired cracks in metal skins because of the "potential" to open up and be dangerous to pedestrians* whether or not they have actually opened up or not. :(

* how many pedestrians have any of us actually hit in our combined driving careers and of those pedestrians so hit, how many of them struck the part of the vehicle that had the crack with the potential danger?????
