I havent seen the set up on a early series rover, but most machines which use that type of thing...ie a cotter pin are the same as used on a early push bike on the crank arms.
better bike shops may have what you need for a dollar.
BSA motor bikes used them on the kick start lever and push bike items fit too.

G'day All, 101Ron, you think like me, LOL, cotter pins are what are used on pushbikes, but these daze everyone else calls split pins 'cotter pins' thats B/S as far as I'm concerned, but you cannot use P/bike cotter pins in this application trust me, LOL.
Mate just like chazza stated, if you have access to a metal turning lathe they are a P.O.P to make, dead easy, I think that lot in melbourne would most likely have them hope thats of some help cheers Dennis
ps if you need dimensions for same just ask,,.
pps that mob in melbourne do have them (well according to my old cattledog) C5 clutch pin $6.00 in my old book,,.
