 It will definitely not be easier to overhaul the whole engine. Provided removing the head shows it is a valve, and provided the compression was satisfactory on the other three, and oil pressure is good and there are no funny noises, then a top overhaul* will be all that is needed. 
* Top overhaul usually would be check valve gear, valves, springs, replacing as necessary, usually replace all valves and valve guides and stem seals, plus decoke. All this should be able to be done by any competent mechanic. Particularly if using it heavily, you might consider fitting steel valve seats and if it is a 7:1 head, skimming the head. This will require a specialist with machining capability - see a Landrover specialist (such as the one mentioned) to either do this or recommend someone. 
But there is a significant possibility that it is either a sticking valve (particularly if it has not been used regularly), or just poor seating, and may only need a decoke and valve grind, plus probably new stem seals.
