While not recommended they can be put on and off with a cold chisel. I have replaced a few that had been done that way.
There are actually two nuts there with a lock washer. If you do take them off it is always a good idea to replace the lock washer that is bent up and down between the two nuts. At the very least make sure you use a piece of the washer to bend that has not previously been bent when you put them back on. It's not a good idea to have these nuts come off and they are only tightened enough to load the bearings, not enough to stay on without the lock washer.
If you have to buy new washers then you might as well get the correct spanner from the parts supplier anyway
. Any early Landrover parts supplier should have new seals, lock washers and even the nuts and spanners.
