Yes, power goes direct to the starter button so it will turn over when the ignition is off.

I start my 2a maybe three times a week and run it until the engine comes up to temperature to keep the battery charged, while I'm stripping off the body panels to paint them
This evening the motor died after 15mins of running I suspect I ran out of fuel and then flooded it trying to start it again while hot with choke.
This vehicle is fairly new to me and not running when I bought it......getting to the point, I found this evening that pushing the starter button with ignition in off position still cranks over engine while gauges and dash lights indicate no power.
Is this normal??

That is the case for Series 2a before the 67 wiring changes. After that, the starter is operated through the ignition switch.
