					If I have a compliance plate that lists only 3 seats as the capacity and there is no mod plate fitted, but there are side facing folding seats fitted, with no seatbelts. If these were fitted in the days before seatbelts in the back were compulsory and before the days of blue mod plates (I'm in Qld) I shouldn't need to fit one to register it should I?

					All the Army GS SIII had inwards facing seats 4 X double in the cargo and 2 X single in the FFR, however the compliance plate only ever listed 3 seats.  This is because the Army was not subject to civilian road regulations.

					Worked for Qld Transport, and also been through this myself. 
If it says three on the compliance plate, and there is no mod, in QLD you'll only be registered (and insured), to carry three.
Series 3 came out after compulsory seat belts so you're out of luck there too.
1969 for front and 1971 for rear. 
You've really got two options
1. Get a mod plate ($60?) and seat belts in the back
2. Take out the seats in the back
That's the only way you'll get it registered in the sunny state.
