Well, it's just a switch 
. It's either on or off if it is working properly. Once it is pushed in past a certain point then the brake lights come on and then when it's released the brake lights go off. This can be tested with it in your hand rather than screwed in. Either you have a switch that is not functioning correctly (as in it is not releasing properly and needs lubricating or replacing) or you have the wrong switch which is perhaps working in the opposite direction (as in expecting the pedal to release it to make the lights come on. Look through the hole it is in and make sure which way the actuating part of the pedal moves. I can't remember which way mine moves and would have to look. Might be clear in the parts manual though it may be different for different types of pedal box (boosted or not).
