Have two small holes near bottom of bulkhead,tip of little finger size.Should i weld in metal or use glass reinforced bog?Inside will be sprayed with rust converter and then fishoilene or tectyl or similar.

The problem will just get worse, fix it properly is my advice. Bog has no place in rust repairs.
