Assuming your S3 is post 1976, it's probably the expansion tank from the fuel tank and is connected to the charcoal canister. Range Rovers of the era had a similar steel tank mounted in the LH rear mudguard.
I have just joined AULRO so this question may have already been discussed. However i can't find any info. My question is, I found a small tank under the wheel arch behind the passengers seat. I was installing new seat belts and the bolt holding the belt was covered by what I thought was another mud cover, when I pulled it out, I found it was a small tank, it has a tube that comes from behind the seat and feeds into the top of the tank, the bottom has an outlet that is covered by another sheet metal cover. Sorry about the long winded story, I have three workshop manuals and I can't find any reference to it. Any info would be appreciated.

My Stage One has the same thing but it's behind the cab. The piping for it runs behind the seats.
