You can remove the endcaps without any problem.
The spring pushes against Tufnol bushes which operate against the tapers on the shaft. This pushes the bushes against the relay bore. You need a fair amount of force to drift the shaft & bushes out far enough for the spring to cause problems.
On my Series I I removed the lower steering arm, removed the locating ring and lower cap to replace the seal. Saved trying to remove the relay from the chassis.
When re-building I fit the lower cap, fill the relay with oil then fit the top cap. Much faster than filling through a bolt hole.
