I tried pouring petrol and starter fluid straight into the carby  inlet as well and no luck.

With regards to timing not great with technical knowledge here but did the basic timing setup by putting a screwdriver in CYL 1 and when on top of stroke marked the lobe on dizzy and started that point as 1 and then all spark leads lined up as per the firing order.
Happy to try and adjust timing any other way if someone can help me here. I have couple of videos and may be someone experienced with this engine can help me track the fault faster. i am not sure forum allows us to connect with members directly or share phone numbers.

I am willing to learn and give it a try , not giving up for sure.
Since you have the cover off. check your static timing again and make sure your not 180 out on the exhaust stroke. valve open. easy to do. I'm sure someone can tell you what valves should be rocking. I haven't done static for a long time so wont put my foot in my mouth.

You may have it 180° out. You have TDC no problems but it could have been TDC on the exhaust stroke. If you have the rocker cover off then get it back up to #1 TDC and check if both valve rockers on #1 are loose, that is not pushing on the top of the valves. that's how you know it's the correct cyl. Then time it to that. 180° out is easy to do, everybody does it sometime.

If the valve clearance is correct then he just needs the two rockers on #1 to be a little bit free.

FWIW. Before fiddling with controls & other bits etc etc I would have given it a shot or two of "Start yer Bastard" Starter Fluid. On the settings you originally had it may have run even for a short burst but I guess you'll never know now but save that for your next LR.

NB. After making sure it would manually turn over & checking oil level & other normal pre-start checks of course. If it can be got running someone here will certainly be able to help.

    Good luck.

Thanks mate , first attempt after basic checks were to pour some start ya bastard and and try and start it but it didn't . The carby had lose shaft so then i ended up taking carby, dizzy and coil off another car he had which i managed to fire up upon spraying start ya bastard. Thus i was confident that the carby, dizzy and coil works or i think so that it works now that it doesnt somehow

Thanks Tins i will go check timing as instructed and come back with the outcome

I'm sure that most who are contributing are aware of this but worth pointing out that the six has overhead inlet and side exhaust valves, so there are two rocker covers - the one on the head and the other below the exhaust manifold.

I still think it is a timing issue as even with lowish comp values it should run, especially with oil down the bores. As Tins said you could be 180 degrees out on TDC. TDC should align with the timing marks on crank, cam and aux shafts (dizzy drive shaft if you have one) incl. the dizzy. Sounds like you are using a fresh can of fuel to gravity feed the the carby and have air filter removed so the rules out fuel and air faults, and you have spark so that gets us back to timing, you can leave the dizzy locating bolt a bit loose and move it slightly backward and forward while cranking to advance retard the timing to find the sweet spot. Also check the if the choke is working whether cable operated or automatic, not sure you need it, depends on how cold it is where you are.

Seems like the only thing you haven't changed in the ignition system is the ballast resistor which can cause weak spark. Also are you sure the coils are identical? As there are two types 9V ballasted and 12V unballasted.

Does the 6cyl LR have a BR? I'm not sure.
