Correct me - if I am wrong but the date on the compliance plate is the date that the plate is affixed to the vehicle.
My first Disco was made in Oct 93 but had a Jan 94 compliance plate, the second one was made in Jan 94 but had a May 94 compliance plate.
There was an issue a number of years ago where Jeeps sat out out in a paddock for a couple of years before being sold - the date on the compliance plate was the date the fixed and was then used as evidence that the car was a later year that it actually was.
