If you want to drive it on the road you may be able to get a "permit to move" depending on your State's traffic laws. Ring the registering authority and ask them - in WA the vehicle MUST be roadworthy so it is the permit holder's fault and liability if he has a prang on the way home and the car is found not to be roadworthy.
If you are planning a 4 hour trip, you must have good confidence in its serviceability. Would it be easier to licence it at the point of sale and then drive it home? If I was doing the same thing I would give the machine a major service before leaving - change all oils; grease; critically examine the brakes by taking the drums off and road testing them; possibly change the coolant depending on its appearance etc.
In answer to your last question, in addition to the above- inspect the springs for rust, swelling and sagging; poke every chassis member with a thin screwdriver to find any rust; inspect the brake hoses for stiffness, cracking or swelling; inspect the steel brake pipes for rusting and or weeping; check the steering for excessive freeplay.
The price is set by what you want to pay for it
Cheers Charlie
