The Zenith will need the choke for a few minutes from cold, even in warm weather. Are you certain that you are getting a proper seal both between the top cover and body of the carburetter and on the O-ring. There is a tendency for the top cover to warp, but this can be fixed by lapping it flat, and if necessary (unlikely) the mating surface on the body can also be lapped flat. Also, make sure that the screws holding the emulsion block onto the top cover are not hitting the body when you tighten the top - grind or turn a little off them if necessary - it will result from using no-standard screws or washers.
The other thing to check is wear on the throttle shaft and the hole it goes through. The shaft can be replaced, and the body bushed.
You might also check for a problem I thought was carburetter - but turned out to be HT leads.
