That is pretty much how it works, but be aware there are two distinct types fitted to Series Landrovers, changing in 1967 - and gauges and senders are not interchangeable.
The later type needs the voltage supplied via a voltage stabiliser, mounted on the firewall on Series 2a and the back of the speedo on Series 3, also used by the temperature gauge (none fitted before 1967). This stabiliser, if original type, provides 10v average by switching on and off, which does not affect the slow response of the gauge, which also averages out fuel slopping round in tank. Some aftermarket stabilisers give a constant 10v.
