The biggest reason is that the ADRs apply to the chassis not the body and most of the changes from S2 to 3 were related to safety ADRs such as a padded dash and flush door hinges.
There is no physical reason as all the mounting points should be the same. Long wheelbase chassis is a different construction but that's not really a problem.
