No, it is not standard. It could have mudguards from a Series 3 or late Series 2a, or even butchered early mudguards. The change to wide headlights was nominally 1969, but seems not to have happened at the same time everywhere.
Series Landrovers are very much "mix and match" with many parts interchangeable, at least as complete assemblies, over a wide range of dates.
There are a few of points to note about a four headlight version though:-
1. Series 2a Landrovers are starting to rise in price as collectibles, but the price will be downgraded by departures from originality, especially ones that change the appearance in a major way as this does.
2. The headlight wiring and switches (main and dipswitch) are likely to give problems with the increased current unless relays are fitted.
3. If still running the original generator, this will be barely adequate to keep the battery up if you do much night driving.
