is there anyway you can notify all the traffic authorities across the state? that way if they go to register interstate it can be picked up on

We know that you'll have made a Police report of the issue. AFAIK, they now cross State borders to all registry and Police authorities. It may be worthwhile checking with the NSW Police Customer Assistance line, to see if they have the report from ACT Police.
Unfortunately it is likely to have been a "stolen to order" for someone who needs/wants some part off it or for re-birthing.
The Safety Cameras at Gundagai etc could identify the vehicle, however a Defender won't meet the size limits to record the data.All we can hope is that it passes a NSW Highway Patrol car.
