From the sound and the symptoms I would say something is going amiss with your vac pump. Maybe the vanes are worn out and occasionally 1 is sticking.
Okay stumped on this one (not surprisingly) but also are my resident experts
Happened twice now in the last few weeks, again this morning. Driving along all normal then next thing i know getting a loudish ticking sound which is consistent with the engine revving. Eg: I can come to a complete stop and rev the engine and the noise increases etc. with the revs.
Also as this happens the brake pedal goes rock hard. Tried swerving, braking hard, turning car on and off etc and nothing seems to make it go away till all of a sudden it does itself.
This is on my '96 300tdi Defender.
I have attached an audio file of the sound recorded from the drivers footwell and outside the drivers door while parked... any ideas?

300Tdi vac pump failures are sometimes accompanied by loud ticking because one or both of the valves have come adrift in the housing..

Yep, vac pump. First thing you look at in basically any diesel if the pedal goes hard and starts making a noise.
