I used a little Mityvac hand vacum pump (used for brake bleeding, etc - google is your friend!), using a suction hose with a reservoir 1/2 way along the hose, to suck out all the fluid. This lets you wiggle the hose thru the centre wall cut-out into the second chamber to get all the fluid out. Very easy & quick to do ...
... then you top it up, start the engine, and the active 1/2 of the reservoir turns to **** again
Turning the steering lock to lock also produces more **** !
I think the correct way to do this, is to drain the reservoir, disconnect the pump return hose at the reservoir, and connect it to another length of hose, run over the guard and into a large container. Top up just the active 1/2 of the reservoir to just below the centre wall cut-out, start the engine, and while an assistant turns the steering wheel lock to lock several or more times, you keep pouring PAS fluid into the reservoir to maintain the level until the fluid coming out is clean.
Reconnect the return hose to the reservoir and top up with PAS fluid.
I used about 3L of PAS just draining the reservoir, refilling, starting, cycling the steering, then re-draining ... it's pretty clean now, but not as good as it would have been using the method I outlined above.
