Td5 radiator hoses blocked in rad tank
On the lower rhs (rhs of car when fitted) there are two hoses on the rad tank, one to the fuel cooler and the other to a steel pipe, why is one blocked off in the radiator, and the other only has a tiny hole drilled in the plastic

Interesting.
If this is on a vehicle not fitted with the EGR cooler then the hose going to the radiator from the metal pipe to the rear of the radiator is the coolant return line from the engine oil cooler.
TD5's equipped with the EGR water cooler (MP3?) have the rubber hose from the metal pipe going to the water cooler returning to the four way connector under the coolant reservoir.
The small taping on the front of the radiator takes water to / from (?) the fuel cooler. I assume the size of the tapping (hole) in the spigot controls the flow/volume of coolant.
Interesting that your post indicates that the spigot taking the coolant from the engine oil cooler is blocked off? Which means you have no coolant circulating from the engine oil cooler? Perhaps the radiator was changed and the spigot not drilled out?
The RAV manual clearly shows coolant circulating from the engine oil cooler regardless of what EGR system is fitted.
There was also a post the other day on a TD5 where the engine oil coolant return line had been deliberately caped off. Apparently with no side effects? However this means you have no coolant circulating from the engine oil cooler?
This is at least my take on things
