I had that happen to my old Range Rover. I took the tank to a Radiator place they cut the bottom half of the tank off and repalced with 2mm plate.

When I worked in the trade,we used to send all our tank repairs to a radiator repairer.These days a lot of radiator repair guys won't touch fuel tanks of any sort.
