Using a wider axle and offsetting rims back to the standard track is stupid from an engineering perspective and i would be very surprised if any states RTA would make this a rule as it will have axles operating well outside of their design and loading tolerances. The standard track is irrelevant to the safer operation of a replacement axle. I would check this with another engineer at your RTA or with an approved engineering signatory.
