Seat Covers and SRS Air Bags in The Seats

Got a set of custom made front seat covers fitted the other day to my D4.
When having the seats measured up I explained to the manufacturer the seats have air bags fitted within the sides of the seats. He said yeah I know all about that so left it at that thinking he probably knows what he is doing.
Anyway, when I went to pick up the D4 after having them fitted i find they cover the area when the air bags are installed. I expected they would be manufactured to keep this area uncovered by the seat cover to allow the air bag to deploy.
When I questioned further about the seat covers covering the air bag he said the covers are just 'single' stitched in that area and are burst open by the air bag inflating when required.
I know when the air bags deploy they do so with a fair bit of force so maybe his explanation is correct but I'm wondering if anybody knows just what the rules / regulations / standards are about covering seat air bags in situations like this?
I suppose the D4 is not the only car in the world with air bags in the seats, what is the practice in fitting seat covers to any vehicle with air bags? Are they normally covered by the seat covers?
