This has been discussed before and i 'm pretty sure that since it was an option and not standard you are legally allowed to disable or remove it, a search should bring up conclusive evidence.

A quick question. Can the SRS airbag system be legally disabled on a 96 Disco?
Why? I want to modify the vehicle.

x2 what he said - it was a reasonably interesting discussion.
As to actually doing it - with battery disconnected, it's relatively easy. Find yourself a non SRS steering wheel, and operate on the dash to remove the little bulbs that illuminate the SRS warning light and fit a grab handle. You'll still have a hole in the passenger side dash, but it's not too bad. You also need to fabricate or find a non SRS horn connector. Also remove the SRS warning stickers so you don't have problems during inspections.

i was told here in qld it is not legal however on models that it was a option on it can be removed and you can get away with however you are not allosed to remove safety devices.
check the adr for the final word
