You may want to look into car restorers who should be more used to this type of work and more particular about doing it right than your average welder. Just as long as you don't run into the Dodgey Brothers restorers that inevitably exist.
These repairs aren't very hard to do, but it must be done very accurately. Usually the rear body has to come off to get the top welding done and for any plating that may be necessary.
You should first look at the other common rust areas so that you can be sure the chassis is worth saving. The bulkhead outriggers usually rust at the very bottom where they meet the chassis, so it's worth drilling an exploratory hole there. Another spot is where the bumpstops mount as there is a double layer of steel there.
At any given point in time, somewhere in the world someone is working on a Land-Rover.
