If you don't envisage going to 33's or greater down the track I would recommend 15X7 steel rims, this will hold the tyre on the rim much better when running lower pressures. If I recall correctly the federals are only 9.5 wide, I would run up to 11.5 inch wide tyres on 7 inch rims
As for offset it is the same no matter what width rim you run.
I would probably go zero offset for these tyres, or go -25 if down the track you might want the option of a bit wider.
Both of these options are not legal but you would have to be unlucky. To remain legal the offset cannot be greater than +8, if that makes sense.
Not sure of your location however if in NSW PM me as I have a set of 5 king wheels that are in good nick, only 3 years old, 15X7 with -25 offset that I don't use any more.
I don't believe this has swayed my reply, I am sure if it has I will be shot down in flames.
