I would doubt the motor is capable of handling a constant 3200psi. With a small displacement gerotor motor as usually fitted to smaller winches, 50-60l/min and around 2200-2300psi continuous would be closer to the mark. If the winch manufacturer suggests 1500psi as maximum, best to stick with that. 3200psi = very bad idea IMHO.
A jump from 1500 to 3200 will double the line pull the winch is rated too. Have a look at a true 18000-20000Lb hydraulic recovery winch, they are a big heavy lump for a reason.....
Not sure on the exact figures, but a hoisting winch (crane) that sees 120% of rated load, usually means new cable and winch strip/inspect. 200% of rated load and the winch would be scraped, regardless of condition.
