Yes they should be on. AC on = fans on.

yes and no.
ac on, engine at normal temps fans on with compressor
AC on engine over heating, fans on Compressor off
AC off, engine definately over heating, Fans ON.
theres 2 temp senders in the turn pipe on the thermostat housing, one should be NC at room temp the other NO. check those (I had 2 NO ones after SWMBO cooked the engine which stopped her AC along with a blown relay and the idiot who did the antenna install for her new radio knocking the wires off of the temp control swtich for the evaporator)
IF you have a fault with the AC the fans wont come on. you may want to check the fan relay if the AC works but the fans dont (you can also short power to the feed side of the relay socket for the fans here save pulling the harness apart)
