can only gal inside and out.
what you should do is:
sand blast
paint tank with 75 DFT microns Inorganic Zinc.
this paint is the paint idusties version of gal, works very well and you wont scratch it off easily it self repairs much like gal.
pro job only.
Tank should have class 2.5 blast.
coat with in 4 hours of blast,

now spray it with sound deadener/under body sealer before you fit it.

Depends on how much millscale and rust it has on it. Normally stuff can get past with a whipover, though we use fairly coarse glass and fairly wind the pressure up.
Inorganic zinc is very difficult to get an even coat with, especially with stuff that has angles everywhere, so my stuff usually had the runs. 605 would be okay with 2 good coats plus it sprays much more forgivingly.
