I've had them like that before when I have parted out Discos the viscous hub is seized solid. The worst one I ever took off I used a big arse hammer, a large screwdriver and drilled a hole in the pulley, put the screwdriver in and wedged it so it would stop turning. I gave it a few good whacks and it came loose, problem solved. If you don't have a spare fan pulley I wouldn't use this method but I have a few laying around the joint.
Why would you Loctite it? The rotational forces of the fan are against the thread so the likelihood of it undoing whilst in use is non-existent. Tell you what some people shouldn't be allowed near a spanner!!

Had a win today. Tried an air chisel and while it didn't seem to do anything at first, I tried more heat and could get it to move a little bit at a time by belting the bejesus out of the spanner while holding the pulley still with a square shanked screwdriver. Went and had a spell for a while and applied a lot more heat and then was able to turn the spanner by hand and eventually got it off.
The whole thread of the water pump shaft is covered in the remnants of Loctite or something similar.
Thanks for your advice and I'll see what Murphy can throw at me next.
