Not in Vic - it isn't illegal to run a tubeless tyre, with no tube on a tube type rim, just not the other way around - can't run a tube type tyre without a tube.
Michellin also show in one of their books that running their tyres tubeless on a tube type rims in Australia to also be legal and approved by the tyre manufacture.

As has already been mentioned, make sure that all stickers are removed from inside the tyre, and also from the tube. If you don't the movement between tyre and tube causes the sticker to roll up into a ball and then it chews it's way through the tube, giving you a flat tyre with no apparent reason, IE no penetration through the tyre. Even a grain of sand will do the same thing, so inside the case needs to be very very clean. And yes talcum powder or french chalk as it was once called in the tyre fitting world is a good idea. Sprinkle throughout the inside of the tyre case.
And if you find yourself fixing a flat tyre in the bush. Don't operate on it on the ground. There is usually enough breeze to blow tiny grains of sand into the case. You now know the rest, and they're bloody hard to completely remove without compressed air.

There is no mention of the rim profile although the rims have to conform to the tyre placard.
I got my info many years ago from somewhere . It may have been the tyre fitters association or similar, but surprisingly no it doesn't appear to be illegal.

I think it is a common misconception - I too was under the same impression but found a bit more information when I went digging. Tyre centres, etc may indeed have bought about this idea.
I'm sure someone will point out that the tyre is more likely to seperate from the rim by the lack of the safety bead, and at lower pressures and off-roading I can see this as a possibility but at normal pressures and road use, it isn't going to be an issue.

Not strictly true.
Iveco Daily 4x4 Split rims run tubeless 255 /100 R16 Michelin XZL , without tube . and yes they are a true split rim . Have a rim here with tyre off , should take some photos while I have the opportunity.
With regard to Defender rims stamped " TUBED" I dont replace the tube & run them tubeless, I'm running one of the riveted 5" rims on my my Series 3 LW as tubeless. (with cross ply tyre)
