I would say he's been this way because of other drivers getting snotty with him and you were just copping his frustration, I'm guessing he could have fined you, but he didn't.
This is not a new thing, Police have been doing this for a while now, not just in the Hawksbury.

We had to buy new spotties because our $1000 dollar HIDs were slightly too far forward of the bullbar, and not classed as within the perameters of the vehicle, I tried to re-fit them, but couldn't get them far enough back, so had to buy new ones.
I have a couple of friends in the police force and on nearly every shift changeover they are briefed on "targets" outside of their normal role.
I got heavily flashed by a typical jacked, wide tyred 4wd ******, with 4 ,270mm bright blue roof mounted lights last week for no reason and after that as far as I'm concerned every person who has roof mounted lights is in the same boat.
I was completely night blinded and had to apply the brakes because I could not see where I was.
Sorry but I'm on side of the police. There are road laws....break them expect police action.

I have a led light bar and two hella driving lights fitted to the bull bar of my disco. I would like bigger lights on the front, but they will not fit within the confines of the bar. The light bar is also fitted within the confines of the bull bar - not on top like most. I went to a lot of trouble when making the mounts for the light bar - using carriage head bolts so that there are no sharp projections or edges that could hurt a pedestrian.
I also do not use the light bar on road, although it is wired in correctly with the high beam. The law is pretty clear, if people can't make the effort to conform, driving lights and bull bars will eventually be banned because of the people who think that they are above the law. A case of the few ruining it for the many. And I am not directing these comments at LandyAndy.

Well I went and had the vehicle inspected with the lights removed to clear the defect and the inspection station confirmed that roof lights are NOT illegal under the ADR's as per guidance to them from the RMS......so I was stopped and wrongly defected for no reason.
They did however say that there is legislation coming in very soon that will make them illegal along with any lights protruding above the bullbar....so anyone with lights or light bars above the top of the bullbar beware....it's coming......
