if youve got a vice.. open the jaws just enough so you get a nice tringle effect on the rod between the hammer nad the vice jaws.
now with someone slowly rotating the rod gently and rapidly tap the rod over the seized thread.
do this for about 2 minutes.
now heat the rod with a hot air gun and try to unscrew it. if it didnt work hit it with the spray lube let it cool and try again.
If you have an suitably sized pole perhaps from a jack or hand winch extension you can lock the rod in a vice and slip the pole over the tre's bolt for leverage.
If you don't have a vice that can stop the rod rotating you could try reattaching the other end to your rover which will hold the rod while you lever off the other end.

Go buy an electric heat gun and locking pliers. You should be able to get both for less than $50 combined.

Turns out the passenger side tie rod end doesn't come out and I've had to buy the whole rod.

My own fault Rod; I should have said steering rod D2.

Yes D2 not a serviceable part. It's actually sometimes cheaper to buy the whole unit with both ends attached than to do them individually
