Mine did that after I got water in the remote locking sensor. Gunk shorted it out so the hazards wouldn't turn off. Just had to wipe the circuit board and problem solved. I tried the same as you at first, kill the hazzards.
Whilst driving on a graded road yesterday I noticed my Hazard flashers started flashing .
Yet it wouldn't turn off by the hazard switch.
Eventually I tried to pull the fuse for them to switch them off.
I started pulling fuses and pulled one I believe was the reading light ? fuse.
This turned them off. Yet I was still able to activate them by the normal Hazard switch.
After I got home I put the fuse I pulled back and she was working normally.

Mine have done that a couple of times after a shock. Just stop, turn the engine off, remove key and re start engine. Should be OK.
It has to be a pretty big 'thwack' to make them go off in "Accident Mode". I once spent several hours with the Hazards flashing on the way to Birdsville because the track was so rough and I got sick of stopping and re-starting to turn them off.
If you were just driving along, I reckon George130's theory is the best one.

This has happened twice to me, but both times were the result of a bit of impact. Not a huge impact, but a thud nonetheless.
First time I pulled over a pulled out fuses like you did. Solved the problem, but then I learnt the real cause and turned it off like mentioned above - turn off car and then turn back on.
Mine is a 1998 300Tdi Disco. Here is the exact details from the Log Book (under 'inertia switch' in log book):
"Door Locking cut-off switch
An intertia switch, operational only with the starter switch in position II, prevents the doors centrally locking (or if the doors are locked, will unlock them) in the event od and accident or sudden impact.
When the intertia switch operates, the hazard warning lamps flash (if market permits). Central door locking is inhibited and hazards flash for a minimum 30 seconds or until the system is rest by turning the starter switch on and off"
Just thought I would give the specific details I had. But as mentioned by spuboy, it takes a 'thwack'. Only problem is, I don't think the second time it happened to me it was a big thwack...had a 4 people in the car and drove quickly over a cattle grid that dropped off. Car probably hit bumps stops (original suspension at the time), but it wasn't a big thwack at all.
yep, happened to me in a washout I didnt see at 100kmh, bang and hazards came on, never happened since.
