I had same problem with my 92 defender 110. It was a short circuit in the blower motor. I removed the heater unit (including the fan unit which is pop riveted to the heater matrix). There are two bolts on thr top of the unit (accessable from engine compartment) and two on the underside (accessable from the passenger side footwell inside cabin). There is a piece a board covering the bolt heads that you need to remove to get to the lower bolts, it is held in with metal tabs.
I also had to remove the windscreen washer reservoir, the bonnet and the air intake to the heater in order to remove the entire hater assembly.
My blower motor was unreparable and I refused to pay $500 for a new one. I found a similar motor at an auto spares shop and adapted it to fit. It cost me $45.
