    Disco 300Tdi Very Little Power

My girlfriend has a 1999 Discovery-1 300tdi (TD5) Auto which is really down on power, it can barely pull itself up an average hill struggling to maintain even 40kph, dropping back gears all the way to first doesn't even help. It felt and sounded like the turbo wasn't working at all with no extra throttle response after the first third of pedal movement. The other night I lifted the bonnet and found the waste gate actuator wasn't connected to the butterfly and the actuator is seized solid, also noticed the waste gate control valve isn't there at all with the actuator hose just connected directly to the compressor, is this a modification? The butterfly valve is just flapping around so I'm hoping this is the zero-boost cause as there are no obvious leaks anywhere. I have a new fuel filter to fit, but have also heard that the fuel lift pumps can be problematic? Do the turbos on these make the usual whistle noise or are they quiet? I'm a motorcycle mechanic myself but have no first hand experience with diesel engines or turbos, so forgive my ignorance. Any ideas of other likely issues to check based on the symptoms or suggestions would be greatly appreciated.
    Thanks.

I think you have the model confused, the 300TDI is a 4cly and the TD5 is a five cylinder and both models were sold in 99.
Lift pumps can die and are cheap to replace with either a Delphi or an electric conversion, turbo shouldn't be too audible and when worn will produce more smoke than normal which will be oil being burnt.

You seem to have reasonable access to the wastegate and turbo so I am guessing you have a TD5. A pic or some more details would confirm it one way or the other
