only placet ofit pedders is on a wheel barrow. and they dont have springs.

Not the first time that I have heard that sentiment... I had pedders shocks in the rear of my Rangie, until i snapped one. Now I have very second hand OME shock, and they are much better. The pedders in the front seem OK.

did they have much effect on the ride quality
It improved!!
After about 125,000k the Suby started to sag in the rear end. It was then that I discovered that the MY99 Forester came out with 'self-adjusting rear shock absorbers' and not the "Self-levelling rear suspension" that was in the brochures.
After the upgrade, there was significantly less rolling and pitching. The ride firmed up, but not to the point that it became uncomfortable. Furthermore, the car was more stable on gravel roads.
It was a bit hard to tell if it was better than when the car was new, as the ride deteriorated gradually.
I've done a further 125,000km on the King Springs (and Koni dampers) with no signs of sagging yet.

Norto,
Polyair make bags that fit inside the rear springs. They are inflated manually to maintain road height under loaded conditions.
This generally means that you can keep your lighter springs for general driving and comfort when the car is unladen.
I have them on my D1
I've just checked the polyair site:
http://www.polyair.com.au/
D3's don't appear on the list but it might be worthy an enquiry.

One
no body is doing air bags for the D3 yet
they say its going yo be difficult because the shock goes thru the spring

Sounds like the extra cost for the Air Suspension which comes with Terrain Response whould have been a relatively cost effective solution to what your trying to do.
I'm sure that throwing in airbags isn't going to solve the problem you say you have with the steel springs.
