I'm 99.999% sure the flywheel locking pin will not hold a properly tightened HB bolt .. I only know this from experience
I originally made a angled bar holding two opposing bolts on the HB.
Two are probably enough, but anyhow the flat bar snapped at the tail end of the 90° section of tightening the HB bolt .. taking out the flywheel locking pin too.
If your welding is better than my terrible skills .. maybe you could make up a better piece than I did.
To get it off is much easier as you could use the starter method, disconnect the injector pump solenoid, have socket and breaker bar close to chassis and a quick snap of the starter will see the bolt off easy.
The issue is getting it back on using the recommended specs tho.
FWIW, the tool I bought off ebay is supposed to also do some modern-ish Jags too(can't recall which) .. cost me a tad over $100 off ebay.
I could measure it up for 'ya if you need dimensions.

AFAIK there is no other way to non destructively lock a 300 TDi. Happy to be proved wrong.

If you are describing taking off a crank damper bolt or locking the motor you may need one of the tools shown in the photo. There are some websites that describe fabricating your own version of the "anti-rotation" tool.
