I dont know what to tell you guys, regardless of revs mine has no engine braking, hence the search for info on exhaust brakes,,
if it has pitiful engine braking now, imagine with 3T pushing it downhill...
I've always experienced compression braking with any diesel that I've driven - cars, trucks and tractors regardless of whether or not an EGR butterfly was fitted. I suspect that due to the valve open and closing angles that the pre-compression stroke provides more retardation than the gain post compression where the exhaust valves normally open well before BDC. However a barely ticking over engine isn't going to provide much retardation regardless of the fuel type.

At what engine revs are you expecting but not getting engine braking? Is the engine dropping back to idle?
Is instantaneous fuel consumption showing zero on closed throttle over-run?

at 100kph, you can pull as many paddles as you like 2500, 3k 3500, it just does nothing,
its not just mine,, go read in the L494 forum...

Instantaneous fuel consumption on the over-run? The early 3.0 TDV6 wouldn't cut all fuel on over-run while cruise control was in use which prevented any significant speed reduction but that was fixed with a couple of s/w updates to get it right. My 4.4 TDV8 which has lots of engine braking regardless of whether CC is in use or not and shows nil fuel usage on over-run.
Is the PCM s/w up to date?

You are overthinking this way to much though.
Just adapt a little, and use the big brakes it has.
6 piston brembos and large rotors. It slows down pretty well.
I took mine down a steep twisty mountain range last month and for some reason the trailer electrical connection came out near the top, nowhere to pull over so it was the vehicle brakes only all the way down. I adjusted my speed but still used the brakes a lot, there was no loss of braking performance at the bottom just a bit of smell.
