Likely that this is the cause of blue smoke. It could also be that oil mist is condensing in the rocker cover breather into the intake and some runs down while stopped.
Valve stem leakage is less of a problem with diesels as there is no vacuum in the intake manifold as there is with petrol engines (or at least there shouldn't be - it would be a symptom of a partly blocked intake).
Runaway is unlikely with this engine as the main breather does not feed into the air intake, but into the atmosphere, and I have never heard of it happening with this engine, so I would not worry about it.
