start the thing up......then have a good look to see where the fuel is coming from....
you may need to blow it all dry with compressed air first so you can find whats leaking......
are you sure its not from the filter.....?
if its as tight as you say.....its possible you may have cracked a fitting or connection when attempting to remove it.....

There are quite a few plastic fuel hoses on top of the tank which are prone to chafing damage. We have replaced a few that were worn through by rocks and dirt sitting on top of the fuel tank.
