    You need to to talk to your registration authority as to how you go about a chassis swap, I suspect it's different in each state.

    If you are doing mods that will need engineering, then talk to your engineer before you start, to ensure what your doing is engineer able.

    Yes, but treating it as a new car with 2025 VIN means it has to comply with current vehicle design codes. One of the reasons land rover stopped making the old Defender in 2016 (or thereabouts) was difficulty getting it crash compliant. You might even need to crash test it?!
