warn 9.5 xp
Had a similar problem with my 9.5 cable would feed out, would pull in wouldn't pull under load. checked out every thing battery, earth, cables solenoids etc every thing fine, went to pull the motor off, undone the earth bolt on the motor and nearly got drowned, motor was full - well half full of water. the winch had only used 4 times in anger and had never been submerged and 6 months out of warranty.
Talked to ARB, the guy I spoke to said this has been a problem with the xp. The problem was when fitting to a bull bar the way we mount the winch on its side, (the yanks tend to mount winches on top of bumper bars) the motor needs a 1/4 turn to put the weep hole to the bottom so any water can drain out. I asked to speak to the warranty people argued the point of none of this was mentioned in fitting instructions supplied if fitting DIY. Any way sent the winch back to ARB and a new motor was fitted under warranty and as a POI the new motor still hadn't been given the 1/4 turn did it myself not a problem since that was over a year ago and used the winch the other day to move a concrete stock trough
the Landie lives outsige in the elements and the water ingress was from the rain (what is that again, I seem to remember that used to happen in my youth!) and capillary action draws it into the motor

once again .. thanks for the input... did the earthing cables..
the batteries was changed and yes... the engined is running 
took out the control modules and redid the wiring.. found a little corrosion...tap tap it and put it back. gonna go test it out.. found a nice little mud hole...
if it doesnt work most prob will have to take out the motor and check it out..

My buddy would like to say a thank you all... 
Its working again.. well, we did almost everything listed and its back agin.. dont really know what did the trick
