As the bush/bearing is a press fit into the outer column, it does not appear that it is possible to remove it without removing the steering box from the vehicle, although it may be possible to remove the outer column without removing the box, but you would need to be very careful that the top race and loose balls in the box itself did not come with it.

If anyone can confirm this is possible, please do so - my top bearing needs replacing as well!

If it's the one I'm imagining, you can tap it off. Use a (cheap chinese) shifter and adjust it so it closes over the column, but not the top cap, then (after removing the steering wheel) tap it off using a hammer against the cap. The shifter will provide equal force so it doesn't skew and it will save cold chisel type of damage.

However, this is a vague memory from long ago and I don't have one in front of me to visualise, so it you look at it and this suggestion seems wrong - DON'T DO IT.
